Context:

The enrolment to vote reflects an
interest in voting and thus participation as a citizen. Residents who are not
Australian citizens, as well as citizens of ‘unsound mind’ are excluded from
enrolling. Prisoners convicted of offences other than treason or treachery are
entitled to enrol, but are not permitted to vote in federal elections unless their sentence is 5 years or less.

Context: |
The entitlement to vote in local government
elections in South Australia is based upon two
criteria. One is residency – a person is entitled to be enrolled and to vote
for candidates on the basis that he or she lives within the council area. The
second is an association (ownership or occupancy) with property located within
the council area whether the elector resides in the property or not. The exercise of one’s entitlement to vote in
local government elections, that is voter turnout, is an indicator of a degree
of community involvement.
